“Clarifying the Vision”
Leaders often have a strong idea on what they expect their agency to be in the future. To the extent that this future “picture” is clarified for the leader and then shared consistently and effectively with members of the organization, the likelihood of this desired future becoming reality is increased. Obviously, the opposite is also true: when a vision is not clear and when it is not known by those who must bring it to fruition, success is diminished. This one-day program is delivered in a workshop format and guides chiefs and executives through the vision development process for their agency or area of responsibility.
Specifically, participants will:
- Create a value-based vision statement draft
- Develop a strategy to communicate the vision
- Identify steps to sustain the vision for the long term
This program can be offered to the command staff team for specific law enforcement agencies or through police academies for an integrated audience of police executives. For the command staff seeking an off-site location, Finest’s Training & Coaching Center should be considered as a cost-effective venue.

Command Staff Retreats
Many of the challenges that agencies face today can be effectively addressed if approached from within rather than through an outside consultant. While some issues are too unfamiliar for the talent in the agency to address; many issues are better served if the right people are in the room with a mission of creative problem solving. With the guidance of Bill Reilly as your facilitator, your command staff will be led through Finest’s S.P.A.R.T.A™ Achievement Model that identifies and assigns the goal oriented activities that will lead to success. As a former police executive, Bill understands how your organizational culture creates a challenge to the change process that many outside of law enforcement just don’t understand. The true benefit of a facilitated command staff retreat will take place when you return to the workplace. Because solutions have come from within, buy-in is increased and accountability is clear. Bill will seek to have pre-retreat and post-retreat communication with the agency executive or designee to assure the executive’s focus is maintained throughout facilitation and to assess progress with the assigned commitments made at the conclusion of the retreat.
The length of a retreat will depend on the complexity of the issue(s), with some taking as little as 1/2 day and others requiring a full day or possibly multiple days. Retreats are often most effective at off-site locations due to the reduction in workplace distractions. Agencies looking for a cost effective location for their off-site retreat should consider Finest’s Training & Coaching Center.

“Building Consistency”
Designed to clarify expectations among supervisors so that consistency is enhanced at all levels and a unified approach to influence is seen by all employees, this program consists of four 1/2 day sessions (one each month for four months) that allow participants to explore workplace issues and then commit to addressing them between sessions. Each program is customized to the needs of the department and includes the expectations of the agency’s leader.
The four sessions are:
- The Role of the Supervisor
- Supervisory Communication
- Ethical Decision Making
- Positively Impacting Performance
This program is suited for individual departments only and is delivered in their workplace.
